During the year of 871, it came to light that a small village in the eastern empire had taken it upon themselves to rid themselves of all external influences, as opposed to just those who were officially sanctioned by the Purge. As such, they removed and exiled several halfling, gnome and dwarven shop owners from their property by force, giving them time only to grab what possessions they could reach before the elders exiled them from the village.
Though reprimanded by the representative of the Order when they were next in the region, news and rumours of this spread across the Empire like wildfire. Villages and towns where the Order had no formal presence realised that they could act with virtual impunity on this, and many an "outsider" was exiled. It mattered not that many of those who were exiled who had liven longer in the towns and villages than the elders had been alive, long held enmities and rivalries now had a "acceptable" outlet.
Those towns and villages where the Order's touch was more heavily felt generally restricted their actions to looks and sly comments to their friends, but the Purge had begun to take on the air of a witch hunt.
